Across Taiwan, children born to undocumented migrant workers are growing up without legal identity, healthcare access, or stable education. Their lives are shaped not by a single crisis, but by prolonged uncertainty.
The Situation
Taiwan is home to a large population of migrant workers — many of whom are undocumented. When children are born to these families, they inherit their parents' legal invisibility. Without a recognized nationality, they exist in a grey zone that the law was not designed to address.
These children are not the product of any failure on their part. They were born into circumstances beyond their control. Yet the consequences fall entirely on them: no national ID, no access to public health insurance, no guaranteed right to education.
A single illness — a broken bone, a fever that doesn't pass — can push a family into devastating debt. Without the NHI card that every other child in Taiwan receives at birth, medical costs must be paid entirely out of pocket.
This is not a distant problem. These children live among us. They grow up in the same cities, on the same streets — but without the safety net that citizenship provides.

Three Core Challenges
Without a birth registration or national ID, these children do not officially exist in the eyes of the state. This invisibility compounds every other challenge they face — from enrolling in school to accessing any public service.
Taiwan's National Health Insurance system is one of the best in the world — but it requires legal nationality to access. Stateless children are entirely excluded. A routine illness can become a financial emergency. Chronic conditions go unmanaged. Preventable suffering becomes unavoidable.
Education pathways for undocumented children are uncertain and inconsistent. Without formal enrollment rights, their schooling depends on the goodwill of individual institutions — creating an education that is always provisional and never guaranteed.
